The Children’s Healthy Living Program Food Systems Extension and Outreach (CHL FSEO) is seeking applications for the Food Systems Pilot Projects to engage and empower communities to influence the food system to support the health of young children in the US Affiliated Pacific.

Can programs that are already in existence/in progress apply for the funds?

Yes, these programs can apply for our funds

Who is eligible to apply for the funds?

To be eligible to apply for the funds, the applicant must complete at least one of the extension modules found here and not be funded by the Childrenʻs Healthy Living grants.

Could a UH employee or vendor apply for the funds?

We would advise all applicants to partner with a community organization to work on the proposed project. Contact CHL FSEO for more information on community organizations CHL has worked/work with for further guidance.

Could like-minded/complementary organizations potentially apply together with a collaborative project idea?

Yes, however one organization should be a lead organization.

Could you provide some examples of projects you would like to see?

What types of projects will be funded? Are there any examples?

Could food distribution programs/models be eligible for funds? Such programs are specific to children and families.

Yes, these programs are eligible.

Is there an emphasis for research and data collection driven projects?
  • There is not an emphasis on research and data collection
    • Intent is not research; evaluation expectations at programmatic level which would not require human subjects or IRB approval.
  • Research focused or non-researched focused projects will be reviewed on a equal basis
  • If projects propose research IRB approval will be required prior to distribution of funds.
What kind of financial set-up and accounting services are needed to receive the funds? Will CHL help set up the needed financial arrangements for the pilot project funds?
  • Applicants are expected to have all banking and financial set ups in place by the time of their application submission. 
  • CHL will help to facilitate the protocol on purchasing and reimbursement. CHL will work out the details as they arise.
What is this program evaluation component of the modules?

This module is provided to help guide existing programs on how they can benefit from the modules and the RFP

What are the important dates to remember?
  • CHL FSEO Modules are available: now 
  • SurveyShare link to application will be available: May 1, 2023
  • Applications will be due: July 31, 2023
  • Applicants will be notified of the review results by September 30, 2023.
  • Applicants receiving awards will have until March 1, 2024
What is the length of implementation of the project?

12 months to implement the project

How will I know if my application has been received?

All applicants will receive a confirmation email from chlFSEO@hawaii.edu. The email will confirm receipt of the application and will identify missing items (if any).

What does the prompt “Describe how the project was informed by the community” mean?

This prompt means to show/demonstrate how your project proposal has community support. In other words, “Describe how your project proposal is coming from and is supported by the community in which the problems being addressed exist. For example: “The program has engaged various community collaborators throughout its existence. We have previously partnered with the community in formulating a strategic plan and community communications plan. During the process, we held multiple individual interviews with community members and working partners to identify key community issues and expand on existing efforts. For this proposal, the program met with community contributors involved in health literacy, nutrition education, and family and youth-focused groups. The program shared the proposal with these contributors for input and feedback. Through this process, we aimed to ensure the plan adequately addresses community needs and opportunities for improvement.”

Is our project proposal required to have partnership(s) with existing community collaboration(s) / organizations?

A partnership with existing community collaboration(s) / organizations is not required. However, such a partnership is ideal and highly recommended.
